From what I have researched, this problem has been occurring for Insider Builds 1903 versions previously. But now that the May 2019 update (which is the 1903 version ) is officially for the public, I am now personally facing this issue too. Please release a fix for this please. There are no fixes for this for the users yet other than rolling back the entire main update, and it would be nice if it got resolved to work coherently alongside the May 2019 update. Thank you.

(Yet another reason I play the games on my console and not on a PC.)

same problem here after update the may 1903 windows update ,reinstalling nvidia driver ,reset nothing help
Same, may 1903 update asked me to install yesterday, today while opening forza all GPS lines, steering wheel and sun light started with a weir flickering. Why dont you fix this bugs before releasing something? i’m aware this was an issue in insider builds and still no fix. Now the update is available for the general public…
I haven’t tried this out in FH4 yet as I don’t use the driving line but there is another community support thread, as well as a few in the FM7 discussion, on graphical glitches that were introduced after the May update (flickering textures, lack of proper lighting and shadows effects at night, etc).
People are starting to get impatient - the least they can do is acknowledge it and perhaps provide an estimate so as to when it will be fixed.

nope !! its not work ,tried reinstalling new driver and uninstalled with DDU still same .without hud same flashing 
So windows gets an update, games not right, games at fault? Do I understand this correctly?
Seems to affect only nvidia GPUs, something related to Geforce overlay missing after Windows 10 1903 update. Looks like nvidia drivers somehow cant recognize the Windows version or something.
But this bug was already on insider builds, so i’m not sure what was Microsoft thinking.
I don’t understand why we need to run around finding workarounds ourselves - the May update has graphically broken the game in many ways on all platforms. Why won’t the devs roll out a fix? it’s been weeks!
Same here. Running the game on an RTX 2080Ti and it’s flickering like crazy after the latest Windows update. It happens whether MSAA is on or off.
as i replied in different thread , another things i found something ,in day light actually thats flashing blinking happen but in night its not, dont know when its gonna fix , its so anoying

Check and see if nvidia overlay is on, I went in and found it had reenabled at some point and turned it off and the problem went away. Running build 1903 with driver version 419.67 if that doesn’t work best of luck to you in getting it solved.
I also started having this issue with Windows 10 v1903 update, and after lots of research and trials, I found that it was the GeForce Experience in-game overlay that was causing the problem! I disabled GeForce Experience in-game overlay, and all the flickering is gone!
Steps:
-Open GeForce Experience
-Click “settings” on the top right (cog icon)
-On the “General” tab on the settings screen, you should see “GeForce Experience in-game overlay”. Move the slider to the “off” position to disable it.
-Exit and restart Horizon 4. Hopefully the issue should be gone.
I’ve had some people tell me this doesn’t solve the issue for them when it 100% solved it for me, and I can easily replicate and remove the problem by turning GeForce Experience in-game overlay on and off on my PC. So now I have a suspicion that I can’t confirm: maybe ANY program that can do an in-game overlay may cause this issue? I don’t use any other programs with in-game overlays, but I think some programs like Discord may have an in-game overlay? I don’t use Discord and such, but anyway, I recommend you exit or disable any programs that have in-game overlays and restart Horizon 4, post reply to this thread if anyone can confirm if other programs with overlays cause the same problem.
Same problem flickering day sky flickering lights on the cars and race line nothing works turning off geforce in game dont work ddu reinstall dont work this did not start till windows 1903 update so I think this must be why .
