I have some missing designs from FH3 in FH4 cause of Manufacturer Decal used. After deleting these decals in FH3 the designs still wont show in FH4. How can I force FH4 to re-sync the designs from FH3?

Yes I also need to find this out. I had a lot of tunes and liveries missing from FH3 so I went and sorted them but no way to resync On FH4 to get them to show up
I have found one way on PC, to transfer new designs from FH3 to FH4, created after I started playing FH4:
In the Windows settings, go to “Apps” and find Forza Horizon 4.
Reset the app (It won’t affect saved games because of cloud save)
Open FH4 again and the game will automatically start syncing your saved game.
When you go to the “designs” menu in the game, it should start re-syncing the FH3 designs too.
Then your newest designs should appear.

I also had the same issue and couldn’t get anything to force the reset - your suggestion worked well Eddi0072, thank you very much for sharing. I was able to get the newly saved vinyl groups from my FH3 profile - it just takes very long to sync everything - I’m guessing the more vinyls or liveries you have with higher number of layers, the longer it takes, so it’s not a 5 second job.

Or u can delete savegame and it will resync game also
