I have driven 250mph a few times now and this achievement says it’s 95% unlocked. So what’s the trick to unlocking this? It says drive 250mph in any car. Doesn’t say a specific track or car or distance.
It must be accomplished on a clean lap and just finish the race. Freeplay; one lap, LeMans (Old track or far right option) is what most of us have used to complete this.

Make sure you finish the race after you hit 250.
Also turn off rewinds. Not sure why that matters but it worked for me.
Yep, if you use rewind at any point you won’t get the achievement even if you finish the race. So turn rewinds off!
And even all that above, for me it took almost a month to pop up as a achievement.
It will work with a rental car as well.

Using a rewind == dirty lap.
That achevement should really read Complet a race where you Do over 251mph on any track I got mine with a dirty lap as pushed it a bit to much so dirty lap should not be a problem, I also have rewind turned off as I just never use it.
You should also be able to pull it off on the 1 mile Drag strip in freeplay.
Make sure friction assist is off too
