seems to be the same problem in the sticky about the DS4 but i am having the same issue with Xbone controller.
OK so problem with forza horizon 4. First time i started up the game it worked fine with my xbone controller over Bluetooth…then i turned the game off for one hour to come back to it and now its like its constantly switching from controller to keyboard as i play…for instance if i hold the gas on just the control or just the keyboard it will sputter (not as much with the keyboard but still not really playable) but if i hold both the keyboard and controller gas button down it drives a bit smoother but the problem persists. Also in menus it is constantly switching from press A to enter as i try and navigate the menu.
Things i have tried.
disconnecting controller unpairing and re paring with blue tooth
uninstall and reinstall of the game
also tried the controller wired.
unplugged the keyboard.
deleted the keyboard drivers while in game
reinstall BT drivers
no luck with any of these methods. I just do not know what could have happened from the first start up of the game which worked great but now i cant get it to play over 3 days. Thanks

I am having the same issue.
It is one of the most frustrating bugs I have encountered in a game!
The controller worked fine for the first 6 hours I played the game on a fresh install.
Only Forza Horizon 4 is having issues. Other games such as War Thunder and Call of Duty WWII are both working fine.
It wouldn’t be as big of an issue but I just recently purchased an Xbox One Elite Controller and was excited to use it with this game.
It will glitch out every time you go to use the controller (push buttons), like it thinks keyboard and mouse should be used.
It will begin as keyboard icons (either in the menu, or on the onscreen HUD, under the map):
[ENTER] will flicker to (A)
[ESCAPE] will flicker to (B)… and so on.
When you are in the car view, the animation of turning the steering wheel left and right is completely glitched out and unable to fluidly turn left and right.
I am unable to even use the controller at this point.
It will randomly work and I can turn all the way left but then I am unable to turn the controller right.
Reverse is glitching out where it randomly brakes instead of reversing when fully pulling and holding the trigger.
I am confused why only Forza Horizon 4 is unable to tell what input device you want to use, and stick with it. Or, have the option to keep the button animations locked into either controller, or M&K.
I am scratching my head on this one, as I have never encountered a bug of this type.
Either the controller worked, or it wasnt detected and wouldnt even partially register. Or if it did partially register, it was because something wasnt plugged in all the way, low on batteries…

Was this ever resolved? I’ve been enjoying the PC version with my XBOX One elite controller but now I’m experiencing all of the above issues. At first, I thought there must be some conflict or a loose connection but after replacing the cables, I’m still not having any luck. My drivers are up to date.
When launching the game now, Forza no longer recognizes that an Xbox Elite controller is connected.
It’s funny how I can find a fix for the DS4 controller but oddly nothing for an Elite controller.
Okay, I’m not sure if this will work for anyone else but I’ve managed a fix. This doesn’t eliminate the Controller not detected message that you get but I’ve been playing a few days now with no issues.
Sounds silly, but check to see if there are any other peripherals attached to your PC. I had a hotas connected to my PC and while it was never an issue before, I disconnected it and now can use the controller without any problems.
