Oh,it’s a Focus ,i always thought the l5 was an Escort .Whilst you haven’t won in the l2 Escort yet,I haven’t won in the l9 Hoonigan Escort 
,just can’t get on with that car at all,bouncy little expletive . Have that,the Metro and the Funco to get wins with in the top tier (l7+) cars
I cheesed it and later also completed it legit with Audi RS7 Sportsback (Lvl6 car) on the highway. It hit 330kph on highway that’s when the USS message popped up.
But I can see why it may be hard for some.
I got it, but I’ve no idea how. Possibly from hurling cars down the volcano, but I never managed to find anything above level 3 or 4 and spent much time in the Beetle.
However, I can sympathise with the OP being less than keen on being forced to play the Eliminator for a paltry one point.

I love that car, by far the best level 9
Don’t bother too much with the dailies. They’re basically ‘daily login’ bonuses that should have no place in a so called AAA game. Yes, I know there are completionists out there, I was also one of them, but after quite a lot bugged events that weren’t possible to complete, I stopped bothering.
Also, there’s another ‘legal’ way to get the ultimate speed skill. Just start at the top of the mountain and drive downhill and you should be able to get it even with a level 1 car.
With most cars you still cant reach enough speed that way

I won the Eliminator only twice, but don’t play it that often. First one was with the Metro.

Tried that as my first option. The Vocho didn’t make it. I couldn’t get it even close. Also with an L3 car that I picked up at spawning into the game when starting at the mountain top was too slow.
Metro is great,but i invariably try to trade it up before the final showdown because of its poor top speed,so never give it a chance to win final
It’s the fastest,but it cant land a jump to save its life in my hands - maybe its a wheel user thing,i cant control the Funco either.The Ferrari on the other hand- which most don’t seem to like- i love with a passion
I have been using a stock hoonigan escort in this weeks playlist and it is indeed suberb. But,speed aside,it feels nothing like the one in the Eliminator ? The non Eliminator Escort handles as well as the l9 beetle,focus and fiesta 's,the Eliminator version seems to have had its suspension removed
