I own the Car Pass, but now my game is asking me to buy DLC cars that are already in my garage. This is happening mostly with cars from the older packs, like the Smoking Tire and Alpinestars packs. Is there any fix for this? Right now a lot of content I paid for has been bricked.
I have the same issue. I’ve been told a bunch of times to reset the Xbox, which hasn’t helped. I opened a support ticket with Microsoft, they want me to reset my profile. I haven’t had a chance to try that yet though.
Same thing happened to me. I went in to my Xbox’s hard drive and the cars I had issues with (the first two car packs, all the newer packs worked as normal) showed as being downloaded and installed, however all the other car packs showed as being downloaded but not installed. I know they had previously been installed as I had been using DLC cars all day the day prior to this issue popping up. After installing all the car packs and the car pass again, everything worked as normal.
This happened to me. If you goto the manage game section of this game and have a look to see if there’s anything waiting to install they could well be in there. No idea why but my car pass and couple of car packs were in there. Sorted it out straight away.

Happened to me Sunday night.
Just went back to the car pack and reinstalled it. Annoying though.
