I am a season pass holder, have the VIP dlc and all car packs installed. I hadn’t played the game in about a month and I just downloaded all the new DLC and the last “patch” for the game as well.
The patch took forever to download, repeatedly stopped halfway and had to be resumed. Now it is complete and installed, as is all DLC.
I see all the DLC cars in-game but if I try to buy any it says, “Installing content. You are free to continue playing while the installation completes”
If I try to continue my career save game or enter a new series it says, “This content is not installed”.
Effectively I can’t do a thing with the game even though I have the latest update and all DLC installed. What gives? I even received the “gift cars” from each DLC. I’d hate to uninstall and reinstall everything because my net download speed sucks and it’ll take me forever to do. I just want to play the blessed game!
You have to exit FORZA 5 and go at the XBO dashbord, then check the DLC that are installing (may also be in "Games & App if you don’t see it) after the installation you can buy the car! Take patience for the little bit longer installation.

To me, it seems as if you didn’t actually install the DLC … you just purchased and downloaded it. The Xbox One system is a bit odd in that the DLC doesn’t always self-install. As suggested above, go to the ‘Games & Apps’ tile, highlight the Forza 5 box and press the ‘start’ button (three horizontal lines). Select ‘View Add-ons’ to see the DLC you have purchased and for those that say ‘Install’ when you highlight them, click ‘A’.
I’m having a similar problem. All the DLC is installed but none are showing up in-game. Also when I attempt to DL the the gift car it comes up with ‘Purchase options’ and the loading wheel just spins.
I would contact Xbox Support. Downloads, either game updates or DLC purchases, are in their realm and they can check to see what has transpired on their side of the servers. Turn 10 cannot assist in that area, but Xbox LIVE Support has the account records and can trace problems on their side.
Remember: The downloads are only active within Xbox One when there is no other activity on the console so they don’t disrupt game play.
Contacted Microsoft Xbox Live support. They referred me to the forums as it is an in-game issue. I can’t find any links around here so I can speak to someone about it.
go into your settings on the dashboard. change the option for TURNING ON/OFF the console. switch it to the option that does not have the BETA option listed below it. Turn off the console. Following that reboot, you should be at the xbox splash screen, Which is green, and lasts about 2 minutes. Sign in. You should be prompted to update your console. do so. after the update, eject the disc. Check to see which items are installing, to your console, you may have failed installs. re-start them manually. it may prompt you to re-insert the game disc, if so, go ahead and do that. if the game boots, press the guide button, then the “start” button and choose quit, and allow the game to install before attempting to play the game again. once installation is COMPLETE, (not Ready to Play), restart the console again.
There is some sort of issues concerning playing the game while installing, since you cannot modify parts of the game that are actively being used. Though I find it to be a waste of a lot of time prior to playing a game, allow all games to fully install, rather than opting to start while still installing.
Any time you get a new update for a game, I recommend waiting until the install is 100% before trying to play… Car packs, and updates, both qualify as re-installations, and should be handled as such.

So I uninstalled all my DLC including the bonus content on the Blu-ray Disc and re-downloaded / reinstalled all of it. The game seems to be working fine now.
Tocamac: And that is exactly what Xbox Support, which is in charge of downloads and console issues, should have told you in the first place. It is not up to Turn 10 to furnish information about how to fix problems caused by the Xbox LIVE Cloud system or resetting the Xbox One console.
This just happened to a friend of mine yesterday. He had to uninstall everything forza related and reinstall it. He didnt lose anything but did take a couple of hours for everything to instal.
