perhaps someone had problems with the frame rate on the PC? I have periodically after turning off the game, it resets from “arbitrary” to 36 or even 20. perhaps there is a game config somewhere where you could assign a frequency with your own hands? the game is launched via the Xbox launcher.

Game Pass games generally have locked coding so you can’t get to the configs etc.
The only way to change the frame rate is within the game’s own settings. If you have vsync on then the options will be your desktop refresh rate, or half of that, or if you turn vsync off you can choose variable / unlocked. If the locked frame rates offered are too low then it will (in theory) be because your desktop refresh rate is too low, which you can change within Windows advanced display settings.
It’s a bug. You just either have to set the framerate back to normal or reset the game. Only seems to happen when framerate is set to unlocked fyi. Also, I recently set a system wide framerate cap through the nvidia control panel and I haven’t had the bug happen since. Hopefully all of that helps, and you can understand it.
Are you sure about that? because most nvidia control panel options are completely useless when talking about Fh4. Im not sure about vsync, but most other options wont take any effect in the game.
Microsoft blocks every single system file so not even the control panel can access them. So, yeah LOL. You probably fixed it in other way, but im almost sure it wasnt because of activating vsync from nvidia control panel lol.
It’s not v-sync, it’s a framerate cap. V-sync tries to sync framerates with your monitor. A framerate cap will just limit the number of frames your videocard will produce a second to x value. While they achieve a similar result, they are different on a fundamental level. I just set my system to cap out at 1 frame below my monitor, which ensures g-sync will work properly and prevents the menus of poorly coded games from exploding my GPU, like what happened with New World recently. It also comes at no input lag cost, unlike V-sync (which should never be used in tandem with g-sync anyways).
It’s a driver level limiter. Unlike some of the settings in nVidia control panel, I don’t see any way a specific game could change it.

But you didnt understand. It is not the game taking control of the nvidia control panel (specifically the dx libraries). Its the other way around.
The ncp tweaks the dx libraries of the game to allow things otherwise you cant. Unfortunately some companies like Microsoft love to screw users who do that, blocking any access from external sources.
A really bad practice since you can really make things to look way better, including better AA if you can tweak games through NPI (Advanced version of the nvidia control panel).
