I have done all the troubleshoot steps as i spoke someone at Game and they sent me a link for what to do, nothing has worked so far.

As I check you account that you have redeemed the code for the game FH3 right and it had the DLC on it and it is correctly installed but not downloaded due to some reason that had on your connection, right ?

As long the game was being saved to your account it will not allow to delete all your games and points that you have on it,

Great! after that, please hard reset the console by pressing the power button for 5seconds or till it turn itself off. Unplug everything from your console including all accessories, cables from the TV, Kinect, Hard drive or USB Flash Drive(if there is any) and the Power Supply. Let’s leave it like that for 2 minutes.

And after that log in your account from your console and then re-download your it here’s the process: Scroll left on the Home screen and click on the Avatar icon> select add & manage> add new > enter email address then password> accept service agreement.

1 - Load up Forza Horizon 3 and get to the “Buy Now” screen for Blizzard Mountain DLC.
2 - Use the Xbox Guide button to go back to the dash and open up the Forza Hub App. Please don’t shut the game down
3 - Open up the Blizzard Mountain is Here! Story on the Forza Hub App.
4 - Press the black “Play Now” button on the first page of the story and then press continue when prompted
5 - Go back to the game and you should now be able to back out of the “Buy Now” screen

Oh I see, Thanks for the information, My apologies about this issue of yours Curtis, Since we exhausted all the steps to troubleshoot this Issue for your Forza 3, And based on diagnosis on the steps and my resources here that it was not your console or the connection that might not try not to access the content, it seems that we have already done all possible Troubleshooting steps for you to access the content.

It has the problem with the game itself, Don’t worry cause we do all the things that must done for it. And I’m so thankful that you do all the troubleshooting steps, I recommend to go through the for the game developer on this game Forza form it’s forum and they will help you the steps on how to able to access the content that the game that won’t work.
