I wanted to make a tune for the C7 to make it competitive when using it in multiplayer. I went into a multiplayer session and saved the performance mods so I would work with the same components you have to use in multiplayer. I was making the tune for the Nürburgring GP track. By the end of the tuning session, I was able to do a lap time of around 2:00.2.
When I used the tune in multiplayer the car was much more responsive and had more oversteer and grip. I was able to get the car to a 1:59.2 and could’ve gotten a 1:58. Qualified p4 and was able to finish in P2.
In the single-player session, I had the track at 100% rubbered in and the weather was clear. But that doesn’t explain why the car felt so much different in multiplayer than in single-player. I also had low fuel and softs on
Glitch maybe. There are some strange things with this game RN! I usually find the opposite. Fast in singles and smoke every one. The multiple player it turns into a grand ma car. Slow and can’t keep up. Even with finding tunes.

I had exactly the same experience as you.
Running 1:06’s on Catalunya Short using the NSX in MP and regularly finishing top 3. Switch to free play, same tune, 100% default setting and dynamic rubbering switched on and I could not get near 1:06. The best I could muster up after about 30 minutes was a high 1:07 (soft tyres/low fuel). Subsequently gave up, insanely frustrated thinking I’d lost my touch.
How can you make an efficient tune in free play if when you mirror the settings to MP you can’t match the times?
I hope you’re right with regards to it being a glitch because right now it’s really frustrating to practice/tune for MP when it’s apparent the settings aren’t the same between the two.
With regard to this which single player mode are you on and is this with Forza GT? I agree with OP that MP is faster so interested to know which mode it is where you think it is the opposite.
