I have had this problem for a while now and tried almost everything i could but it still persists.
I start the game and do the benchmark and have about 130 or so FPS, then do an endurance race and it starts in the 120 fps depending on track then every lap or 2 it drops steadily until i reach 30s or 20s eventually. so i leave the lobby and do the benchmark and now it results in 35 or so fps and its a stuttery mess until i restart the game and again the same issue happens. on Shorter races it holds until the 3rd race or so then i lose a lot of fps and sits in the 20s.
I have tried using dynamic settings, 1440p, 1080p, 720p but it still happens. I tried locking the graphics settings to low everything but it still happens.
When using unlocked frames and low settings, I have noticed the gpu pushing in the beginning, which is expected so it produces as many frames, but suddenly during the race it stops that (noticeable by the drop in fan speed of gpu) and from there the issue starts) same with locked 60fps or locked 30fps.
Tried fresh windows 10 1709 1803 1809 (currently), nvidia drivers 371 all the way to latest. one by one.
This only happens in forza! none of my other games at all.

I have checked all the temperatures and all are cool. Gpu suspiciously cool (just chilling) at 40s to lower 50s as if its not even trying.
I tried moving the game to other drives including my hyperx ssd as well, reinstall the game, reinstall windows.
I tried setting the game to high/realtime priority.
I tried fixed overclock on CPU and GPU, as well as no overclock or background apps (precision x/msi afterburner)
I tried changing windows to ultimate performance mode.
Amongst many others.
Please advise as i tried all the possible combinations i could find. any help would be appreciated.
Turn 10 why not fix these performance issues first before introducing more unneeded stuff like track limits that dont stop anyone from going beyond them.
