Yes its the most expensive, as for if its worth it it depends on tuning and upgrades you want to put on it

That all depends on you. If you like having all the cars in this game (like I do), yes. If you have a thing for vintage racers, yes. If you are a Ferrari fan, yes. If you love hearing absolutely beautiful sounding V12s, yes. But it’s success in this game is dependent on your build, class, tune, and skills. It may be the best B-Class car you have, and it may be the worst A-Class car you have. I don’t think the car will be topping any LB’s anytime soon, but if built right, it can become your favorite if you so choose.
As said before, you can try it in a bucket list, and/or you can rent the car to use in any Rivals Event.
It’s on top of plenty B and A class leaderboards, but it’s not as dominant as in the original Horizon. In that game it was OP on longer tracks due to the combination of light weight and Enzo V12 conversion good for 1000+ hp. If you could control it on stock tires in A class it was pretty much unbeatable on 90% of street races. The Dino came close but due to PI limitations with the transmission you weren’t able to get as much straight-line power out of it in that class. It also liked to perform wheelies coming out of certain turns. The GTO was much more stable.
In Horizon 2, the 6.0L V12 engine is available on something like 40 different cars. Some of them are lighter and more manageable than the GTO, not to mention a lot cheaper. So you’re probably not going to see a dozen 250’s on top of leaderboards. The 6.0L conversion is popular on power tracks like Grand Sprint, Vitesse Circuit, High Speed Circuit, etc. usually on classes A and above. It’s also possible to shoehorn it into a handful B class applications.
I suppose I should have looked at the LB’s first before I said that lol. I do remember it being used religiously in FH1 though. I should probably give mine a try.
