Featured Multiplayer - Make Start Times Consistent Week-on-Week

Short races are now consistently every 15 minutes.

This is good in theory however the time between a previous race finishing and the next race closing entries is too short (less than a minute).

As of Forza Motorsport Update 10, Short races in Featured Multiplayer start 15 minutes apart. When a race finishes and the podium and post event flow are completed, there is often less than 1 minute of entry time remaining for the next race (ie: there’s less than 4 minutes to race start time, but entries close 3 minutes before race start).
