Has anyone experienced this issue and figured out how to fix it? I am running a Fanatec CSL wheel base with CSL elite wheel on xbox one x. Many times my first visit to my garage results in the game sending me to the bottom of the garage, and I cannot move up to a different car. I have to turn the wheel off, then when I turn it back on, it works in the garage but my FFB effects are cut to about 50% in a race. Any ideas/experience would be appreciated.
Slightly different to mine (CSR) but I’m betting you’re using the loadcell option which causes the menu issue. Change your braking deadzone slightly (2 or 3 out of 100 is usually enough). I found the loadcell seems to register even without touching the brake.
As for the effects, try putting all effects to 100% and tune strength by the wheel options.
There seems to be a detection issue with FM7 - I’ve found the best way to get it consistent is to start the game with controller, once logged in and loaded, turn wheel on, then turn controller off (it should ask to connect controller) - log in with wheel and that keeps it the same as last session.

My CSR V2 does something similar except I can’t move down from the first car in the list of cars in the menu at the left side in the garage. Doesn’t happen every time I start the game but it does happen often. Turning the wheel off and then back on usually fixes the problem. Some times it takes several times turning it off and then back on to get things to work. It works better if I back out of the garage before turning the wheel off and then back on.
When the problem is occurring it only effects the garage and the specialty dealer list of cars . Any other place you use the down function of the XBOX (guide) button it works just fine.
My brake deadzone inside has been set to 2 since I started playing the game. I’ll try moving it up to 4 and see if the problem stops. Making this change does make sense because the brake pedal is the same as up on the XBOX (guide) button when you are in the garage.
Has anyone had a problem when pressing the acceleration pedal all the way and then seeing the RPMs go up and then quickly fall back without changing the position of the pedal or shifting. This happens to me once and while. Again turning the wheel off and back on fixes the problem.
I’ve never had either of these problems while playing any other Forza Motorsport or Horizon games while using the same wheel setup.
My setup has the latest firmware from Fanatec.
Never had the acceleration problem myself. I’ve had a loss of feel occasionally and wheel off/on fixes it.
Same as yourself, I don’t experience these problems with FM5, FM6, FH2 or FH3.

Has anyone tried updating the pedal and wheel base firmware yet?
Changing the inside brake dead zone didn’t help with my problem of not being able to move down from first car on garage, buy a car or specialty dealer screens. I tried settings up to 8.
Turning my CSR off and then back on often does fix the problem but some times it takes 2 or 3 tries.
The best fix I have found is to use my heel to pull up on the brake pedal. Once I do that the down function of the XBOX (guide) switch works without problem. Some times I have to hold it up and other times just pulling it up once works.
