Someone posted an NSX with much wider tires then normal. It seems that someone has figured out a glitch with the offset in the game to make it poke quite a bit from the fenders. Any info on this would be much appreciated.

Yes, probably a glitch but definitely a permanent ban if someone is doing it.

There’s no way you can be banned Snowowl, surely. The glitch is for photomode only, as soon as you leave photomode it goes back to normal.
It also has no difference on performance. Also for OP it makes no change to your tyre width only the offset which is only in photomode.

Send a report to Turn 10 with the details so the developers can take a look. They should know how to fix it. 
If anyone is using a “glitch” to change/enhance cars or alter game play in-game, THAT would be a violation of the Xbox Live Code of Conduct and an offense which draws a ban:
"Don’t cheat or tamper. For example, don’t:
Use unauthorized hardware or software
Exploit game vulnerabilities or glitches
Make unauthorized modifications to your account profile or its contents (e.g., tenure, Avatar, game saves, Gamerscore, achievements)
Intentionally play with someone who is using unauthorized software or methods"

It can easily be done by accident as well which many have found.

Umm, what are you guys on about? That the game lets you space your wheels wider to have better handling? If this is true, I hope it gets implemented in future Forza games, along with wide bodykits. I know H3 is going to have those and I am absolutely stoked!
You’ve misread and OP doesn’t know what it does exactly
All it does and remember it’s only in photomode is poke your wheels out more I guess the best way to explain is saying it has a spacer effect.
Nothing to do with handling as it’s only for photomode.
we need more cars that do this in photomode ! lol…
