Apologize in advance if this is a silly question, but does tuning change top speed, handling, acceleration, and braking stats? I’m not new to the series but I am fairly new to tuning. This is the first game from the series that I’ve ever played online and I notice some people’s cars have better stats than I thought were typically achievable for their certain car (particularly handling). For example, even if I have all racing parts pertaining to handling installed on my car, I see others in the lobbies with the exact same car that have better handling stats, so this leads me to believe that tuning can manipulate those numbers further.

No, it doesn’t. If you turn the brake pressure down to 0%, effectively disabling the brakes, your car’s braking rating will remain unchanged.
If their handling stats are better, it might be that they have something that your car doesn’t have, like, for example, a roll cage, which would further improve the car’s handling statistics. It might also be that their car is a bit lighter due to certain modifications to the engine, transmission, wheels, etc. A racing exhaust, for example can take off quite a bit of weight, thereby improving the handling statistics slightly.
Many parts you add to your car including engine upgrades can effect your handling. Many engine upgrades reduce weight, then there’s also transmission upgrades that save weight. Then there’s also engine swaps which change weight as well as f/r balance which effects handling. Then of course tires effect handling, some cars you can leave stock tires but change width and it will be different then sports tires at stock width. Changing tire width also adds weight, theres alot to consider.Mess around with one car in a lower class and see how you can play with these different options.
