I understand that the Horizon is a video-game series that allows us to live out our wildest car fantasies but I was wondering, to what extent could a racing festival be similar to the Horizon Festival? Are there any like it? Would they close off roads for racers to travel through at their incredibly fast speeds?

Hehe, anything approaching a real world horizon would be so heavily regulated and restricted, it would probably only have the vaguest resemblance. If nothing else, forget any activity that involves property damage, or racing through civilian traffic, and a town would have to be real hard up for income to allow a bunch of 20 somethings to go tearing around willy nilly challenging each other to head to heads, lol. Just forget all the random leaving the road and blazing through somebodies vineyard. No town would stand for half of the stuff you can do in the game.
You could have races, combined with a music festival, but you’d be looking at really tight restrictions/regulations, and likely only on tightly controlled courses and conditions.
Nothing Horizon like on public roads is likely, but there a lot of racing festival-like events though. You have Goodwood in the UK, here in the US there’s speedweek in Daytona, and there are road trip events like the Hot Rod Power Tour and Bullrun. Many racetracks here in the US do special weekend events, usually sponsored by the SCCA.
Though focused on the two wheel variety of transportation instead of four, I’d say Sturgis may come close in some aspects…
They have similar things to what you want in America.

Then there’s the coast to coast Gumball Rally. They don’t close off streets for this though.

I know it’s the “Jackass” crew but this vid gives a little insight on the Gumball. Variety of awesome cars on public roads going flat out at certain times.
Toys for Tots used to be a charity event where you could run your corvette flat out on the Atlantic city express way, which was closed off by police.
It sure would create a buttload of jobs. Hotdog stands, auto repair, ushers, etc would all be need to help with the event. And you could hire catering, hire bands, janitors, auto dealers, mechanics, auctioneers. Its very economically feasible.

Totally! When you think about it realistically, it would be Coachella (huge music festival) and you’d have to have everything for that, and then races, and wristbands and everything like that. It would make more sense to do it the H1 way (not a road trip, winner determined by wristbands).
But also would be at least 1 mil+ dollars to do (all the jobs you listed, a venue, festival runner people etc, etc), like the person above said, there would bee LOTS of restrictions, and i don’t like Forza/Microsoft is willing to spend that to make a music festival happen. But it would be cool if it did happen (hey T10 if you want to hire me to help make the Horizon Festival real, I’m in!)!
