CANNOT ACCESS FAST AND FURIOUS 8 CARS OFFLINE

Hi guys, new to the forum.

I finally downloaded the remaining 45 odd GB for the ultimate edition. I have also downloaded the fast8 pack.
I can access these cars when im online, the moment i go offline i cannot select or use them - gives me an error about not available at marketplace etc…

Are these cars only accessible for online use ?

It would be a shame if its so…

If you are on xbox you need to have the console set as your home console to use dlc offline
This applies to ALL xbox one games
