Try setting it to home for all profiles/gamertags on the console
It can affect whether games and dlc can be used by everyone on that console or just the purchaser

UPDATE: Last week I did a reinstall of the blizzard mountain and the expansion pass just to be sure. So i got it working that day.
However, today i was going on and played some FH3 and i was gonna check in on BM again, but it wont let me. I got the same error again now that it says i have to buy it??

Did you end up setting your console as your home console
You have to install Blizzard Mountain from within the game post downloads. Here is what you do: From “Games & Apps” Menu (menu button) select FH3, then Manage Game, then under Installs, select the Blizzard Mountain Expansion to install from there and that should solve your problem. You’ll get a notification upon installation and you should be on your way. Let me know if this works.
