Are all bonus boards unlocked from the start?

For both Horizon games a huge enjoyment for me was the exploration aspect. Once I made it beyond the introduction, when you were truly able to progress at your own free will the first thing I did was travel the map for hours and hours exploring every road and getting every bonus board. This was easy in H1 and not terribly difficult in H2 though there were a handful of very well hidden boards off the beaten path.

However I was browsing through the menus and noticed the Treasure Map time saver DLC’s wording where it said "(as they become unlocked). That gave me pause because I don’t know if that statement applies to the Bonus Boards as well since I know Barn Finds and I think Bucket Lists are gated behind progression. It’s not that I’m planning on purchasing the Treasure Map but I don’t want to bother fully exploring if I can’t knock out a good chunk of Boards while I’m driving on every road.

To the best of my knowledge - boards are purely discoverable as they were in both the other horizons. I doubt highly (99.9% certain) that as long as you stumble across them they show. I found them in tunnels, rooftops and between buildings.

Races/ speed cams/ PR Stunts etc all seem to be based on fans acquired and as a result festivals upgraded.

Street traces are unlocked pending in number of head to heads won
