Am I missing something?

What is the point of the upgrade shop? Every car I buy I can only race in its current class with stock everything. I understand some cars have a sweet spot where they can race in higher classes but am I to believe I can get no edge in the car’s original class by making small upgrades ie exhaust, tires, brakes?

Its just an auto upgrade system in place to make sure cars are bought and and compete. Buy the car from the main menu instead of pre-race and you can chose “stock parts” and then build it yourself.

The upgrade options are there so you can do whatever you’d like to your car if you’re doing feeplay lobbies and such. I do understand what you mean and this is sadly one of the downsides of the new homologation system. Whenever you’re building a new car, go to the upgrades section and be sure that you reset the upgrades (on Xbox, it’s the window button). This will make sure that if there’s any upgrades installed on your car (from it having the parts installed already when you purchased it or unlocked it) that they are removed. Also, if you purchase a car from the main menu, make sure that you buy it with ‘stock parts fitted’. This should help you get a bit more freedom when upgrading. Also, note that some vehicles have a restrictor plate so that you can lower the power which can give you some PI to work with. As a last resort, don’t forget that there’s options such as heavy weight rims, increasing rim size, aero, etc that can also lower the cars PI to help give you a bit more wiggle room when upgrading if the car is really close to its division limit. Hopefully this helps a bit. if you have any other questions, I’d be more than happy to help.

Much of the time when you acquire a car in-game it’s not completely stock. As an above poster mentioned you can reset it to stock in the upgrade menu and build it up to the restrictions for its division your own way. Of course, if you primarily use Forza Edition cars and official race cars, it seems to me thus far that you’re more likely to run into cars that actually are capped at stock upgrades (or less, occasionally, with limiters or what-have-you).

I’m not sure which cars you’re buying but I’ve been playing around with a lot of the hatches and compact cars. Buy them with stock parts installed fit the proper tires and you can build the rest however you like and stay in the division. Usually no engine swap due to max HP but there is still a fair bit of customization.
