Hey guys I was wandering that if we don’t get neon will we get coloured headlights like in GTA V or something.I mean,it is a casual arcade style racing game right?
Even though Horizon is the more “casual” version of Forza, it is not meant to be an arcade racer. The main focus still lies at realism and driving cars that you’d normally only dream of. It is however not fully focused on customisation, you should actually be happy that the customisation is already as varied as it is, as it is not the main attraction in Forza, unlike GTA, where it is all about creating your own style.
In short: no, we likely won’t.

Racing in Forza compared to racing in GTA is like a MacLaren racing a Prius. Don’t expect much of anything to be the same.

I don’t see why they can’t be included, and from what I’ve read online, I don’t know why they were NOT included in Forza 4 and 5 considering differing color headlights are used to denote class differences in multi-class racing in Europe. Colored headlights can be modeled quite easily in the game just by altering the color of the light source.

In multi-class racing, it isn’t the light source that is colored - it is the headlamp assembly lens that is colored (yellow for GT class). In which case, Forza has simulated this from day one with GT class cars donning yellow lenses … although some vehicles have, apparently, been overlooked in the process.
