Where to navigate to find top leaderboard cars and tunes?

Please help guys, I’m not sure where to find these tunes.

Best way is to head to free play in a car of the division you want a tune for. As you are selecting a track to run on, look at the leaderboards. You should be able to find a downloadable tune if there is one available when you click on a name.
