What's the best settings for damping and spring weights

The one area of the game I have no idea about does anyone know what are the beat settings for damping and what to set the springs to

This depends so much on the car, tune, and track that it’s difficult to decide where to begin. You want your damping to be critical, ie you want the dampers to slow the suspension so that just as it reaches the end of its travel, all of its momentum has been washed away and it returns from where it started. Less dampening than this will result in excessive compression travel ie non optimal ride height/spring compensation; more dampening than this will result in over-dampening, which applies non-linear forces to the tires which in turn creates less overall grip.

Best way to set all that up is to pick springs and ride height for the bump-tolerance of the track (don’t forget to set aero here too), then set ARBs & dampers.

Dampers control how you enter and exit corners, it can control oversteer, understeer, lateral and longitudinal grip… so yeah, it’s important.

The default set-up is not awful, just a little stiff in most cases. Here’s what I do to nearly every car from the start, reduce the spring rate by 20% and lower the bump to the 2.0 to 2.5 range. You will instantly have a more compliant and forgiving ride.
