Unplayable stuttering on GTX 970 and i5-4690k regardless of quality settings or resolution

Hello,
I am loving the game so far however I am getting some strange stuttering which makes the game unplayable. The chance of the stuttering happening seems to be decided when I open the game, if I open the game and see the menu stuttering, I know I have to restart and try again. I sometimes have to do this 5 times before I get a smooth menu screen and I know I can start playing the game, then it runs fine for as long as I play. Today I have restarted the game and my PC a bunch of times and I can’t get it to run smoothly.

When the stutter is present the fps counter shows a consistent 60 fps but every 5-6 seconds I get about 1 second where only 1 or 2 frames appear. I don’t think this is a problem with my PC because the problem persists regardless of quality settings or resolution (I’ve tried very low, to high and. 720p and 1080p, exactly the same issue persists)

Here is a screenshot of my benchmark while stuttering was visible on medium settings:

And on very low settings:

As you can see, the stutter count on both of these is very high.

PC Specs:
i5-4690k @ 3.6GHz
NVidia GTX 970 4GB
16GB RAM
Installed on Samsung SSD

The game and my graphics drivers are up-to-date.

Any help would be hugely appreciated, from what I’ve played this game is amazing I just don’t know what to do to fix this problem

do you make sure you closed any other programs open seems to help mine but yours is a lot higher ,
