I suggest unlocking tuning and upgrades for rental cars (even if only in some sort of testing scenario) so you can see what they are like upgraded before you put in the effort of buying them and leveling up the car. Then at least you know the effort you are putting in will be worth it.
Hmm… tuning yes… ESPECIALLY for cars that already have upgrades or adjustable components…
Upgrades… nah… that limitation makes sense I think.
