If you can play online, what makes you say that the servers are down? Please post any error messages you’re seeing.

Im currently having the same issue…festival playlists, tunes and backstage arent available due to the server being down yet im surrounded by players unlike solo where the drivatars crash into you

Same here … can see other people online but everything else is down.
We are aware of a services issue for Forza Horizon 5 that is restricting players from accessing online features such as matchmaking, leaderboards, and more. Our team is currently investigating and will provide another update once we know more.

Online server issues have been resolved and all features should be accessible. If individual players are still having issues we request that you submit a ticket at Forza Support so the team can investigate your specific details.
