Can comfirm to the 529/531 unlocking to the achievement
As for the last two I’m currently at 530/531 so I’m looking for the last one and googled a map to see if I was the only one struggling. As anyone actually got all the roads?
Did anyone get the 531/531?

Definitely need some kind of official response to say what’s going on.
I got the achievement at 531 roads, Remember there is one road in Edinburgh that you have to drive both sides, just like the highway.

So since I have too much time on my hands I pressed on after getting the achievement at 529. Sure enough, after much burning of the eyes, I eventually found two roads that were left to discover.
First was hidden in plain sight, a single road in Edinburgh that evaded me somehow.
Second was a little dirt path north of the festival.
That puts me on 531/531, so it would appear although the achievement comes early, the actual road count is accurate. Good luck all!

I found all 531, after being stuck at 530 for what seemed like a long while. I actually found it by accident, too. I was driving on the highway and it popped up. so for those that are stuck at 529 or 530, I recommend board hunting or just driving around and maybe it’ll come naturally!
I just got the success at 529 but still missing one because I’m at 530 roads.
Edit : Finally, I found it, really by chance. It’s around the wind turbines near to Moorhead Wind Farm.

Yep I’m the same, I have driven all 531 and have received the achievement, however in the stats it says 530 / 531
Must be a glitch

Nope, the achievement is for 529, but the count of 530 roads driven is correct. I was just like you, thinking it was bugged, but then I actually looked for those last two roads and, sure enough, I had yet to get them all.
531/531 for me. My last slither was at the building at the top left of the area with Uffington White Horse.

That was it for me too. On the map and mini-map it was filled in,
I drove right up to the front of the house (can’t remember if I did that before) and it was 531
I thought I had that one because the driveway did show a partial orange “L”, but checked it anyway based on your description. I guess I had not driven far enough into the driveways - because it popped my 530 and added the tiniest piece of orange. In search of 531 now.
I got all 531 roads last night. I was stuck on 530 for a while, but the last road triggered when I was looking for bonus boards around Mudkickers Adventure Park. Also got all fast travel boards and managed to get the last influence board this afternoon. This was the board on top of the stack of pipes at Mudkickers. You have to use the danger sign ramp, but make a slight left turn as soon as you clear the pipes that you have to drive through, right at the base of the ramp. Took about 15 rewinds to get the angle just right, but I finally got it.
A common place for missed road sections are small houses/buildings just off of main roads, and areas that have lots of little dirt road segments like Mudkickers, the quarry, Mortimer Gardens, and the beach over by Bamburgh Castle.
I have been working for the past few days to discover all of the roads in Forza Horizon 4, as I have done in all the previous Horizons, but this time I have discovered only 529 of the 531 roads in the game. As soon as I discovered the 529th road, I got an achievement called “The Noisy Cartographer”, which means that you’ve driven down every road in the game. I’m in the Summer season, if that changes anything. I have looked for about 20 minutes zoomed in to the map to find if there’s any roads I missed, but I can’t seem to find any. Any ideas?
Same. When I got to 528, it showed 528/531, but as soon as I cleared the next road, achievement popped, nothing else. I’m glad it did because I noticed while driving, on the mini map was a shaded area on blacktop(very small!), I opened map and it didn’t show as missed there, but as soon as I hit it driving, I was done

I’m also stuck on the last 2 roads, have 529/531.
Will check this evening the screenshot of Smiley Beat, i guess its a chance that i dont have unlocked it.
Yeah, it’s really by chance because I was joining a street race near to this spot. You really need to be close to the turbine wind area to be sure you got the missing road.
