It has nothing to do with assists that can and cant be turned off. And things cant be “setup” properly cause wheels are fundamentally broken in their implementation.
You waffled on for no reason (and are wrong about it, also indignant) when this whole topic has been covered, in depth, with developer input.
Just stop.(As a side note the logic you are using here could be used to argue that Super Easy steering is more competitive than Normal or Simulation steering, that Traction Control and ESP are more competitive than running with Traction Control and ESP off, that ABS is more competitive than no ABS or that Automatic shifting is more competitive than Manual with Clutch. After all these assists cover up mistakes that the player might make and help maintain the control of the car. Without the systems the player is free to make mistakes (be that steering off track, spinning out, locking up or missing a shift). It’s the exact same logic that you’re using here against the steering wheel. The answer of course is that the player learns to drive without these systems, relying instead upon their own skill to control the vehicle. Once these skills are mastered we actually see the opposite come true. It’s more competitive often to run with these systems off and that’s exactly the point I’m making with the steering wheel. Yes you can make more mistakes at the start, but once you develop the skill the steering wheel becomes far more accurate.)

When you plug in a wheel, as Blue already stated, that filters that are enabled (cant be disabled via menus) are automatically disabled when a wheel is detected. Thus, it is recommended you leave that setting on Normal. Switching this to Sim with a wheel introduces a bug. Just because you havent noticed, doesnt mean you arent affected.
Gamepad filters off is a wheel only option only available on PC. This removes whatever remaining hidden input filter exists. Read the FFB thread.

There are multiple systems layered together to create Normal steering. Forza is known for being controllable and natural on a gamepad and these system are a major component of that feeling. While I won’t explain every system involved I will say that Simulation Steering turns these systems off. I’ll also confirm that the input layers of these systems are turned off any time you use a wheel, regardless of the steering setting.
Why does sim steering have an effect?
