still getting stuttering with 1803 and newest update

Seems to be a issue in this game STILL nothing i try fixes it, no other games stutter especially this bad.
Its worse online but also in SP with lots of AI cars

it stutters less in SP with only one car on the track (mine) but it still hitches occasionally.

For a racing game this is unacceptable.

If PC what are the specs

How can anyone help without any info?

Its only this game that stutters heavily, FM3 does it as well but no other games do its really weird.
