I’m sure many of you have heard of this issue revolving around the PC version of Forza 7 before, as I’ve found hundreds of tech help posts across the Internet while searching for a remedy to this problem. I’m 9 hours in of trying to troubleshoot this problem, having reinstalled everything I can think of and updating everything imaginable. I’m trying to run Forza 7 Ultimate with its DLCs.
The game crashes the moment I click “Play” in the Xbox app, Microsoft store or in my start menu. I’m at a loss. I’ve attempted to enable Windows PushToInstall as a remedy and it does nothing. The error code I receive in my Events Viewer is:
Unable to start a DCOM Server: Microsoft.ApolloBaseGame_1.126.9433.2_x64__8wekyb3d8bbwe!forzamotorsport7 as Unavailable/Unavailable. The error:
“5”

I’ve heard that installing a random app on the Windows store can remedy the problem, but it hasn’t for me. I’ve also uninstalled and reinstalled all of the DLCs to see if they were the problem – I don’t think they are. I’ve tried everything I can think of outside of reinstalling the game, which is a hard bargain given the fact that its 97GB~. My specs are below:
OS: Windows 10 64-bit Home (10.0, Build 17134)
Motherboard: GIGABYTE G1 Gaming Z97 Fatality Mobo
GPU: GeForce GTX 970 MSI
CPU: Intel i5-4690k @ 3.50GHz
Memory: CORSAIR Vengeance 16GB (4 x 4GB) DDR3 SDRAM 1600 (PC3 12800)
HD: Seagate FireCuda Gaming SSHD 1TB 7200 RPM

UPDATE – Tried to download the Forza 7 demo and it works perfectly fine. Starts without issue. The actual Forza 7 game I paid $60 for doesn’t work.
Figures. Really upsetting that there’s no fix for this anywhere. Think I might refund the game.

Check save files for corruption
Check install files for corruption

Clear windows store cache
Reset windows store
Windows store install is running
Drive you’re running install from is not changed
WIN + R → services.msc
Windows PushToInstallService → right click → start

Error indicates that you wont have required privileges to install the application to that particular system drive. Right-click on the application(.exe) file and select Run as administrator installing the same. Do follow the below mentioned steps and heck if it helps.
Method 1:
Open the properties of the main User Profile folder where the files are located (such as Documents, Pictures, etc.). You can open the properties of a particular folder by Right-clicking on it and select Properties from context menu.
Go to the Security tab and click Advanced. Check the box at the bottom of this window. It is labeled “Replace all child object permissions with inheritable permissions from this object” and then click Ok.
This does a one-time action that replaces the security on all the files/subfolders. It’s one-time, so you won’t find that box checked if you peek at it later. Please let us know if it’s working
Method 2:

Press Windows Key + R, type netplwiz

Click and highlight the User profile, which you want to make administrator

Click on Properties, then select the Group Membership tab

Select the Administrator, Click apply/ok

The above did not work. I attempted it with a Microsoft tech remoted in to my PC to assist as well, and they stated that it wasn’t the issue to begin with. They suggested I reinstall Windows 10 and try it out, and after a reinstall from ISO it still doesn’t launch the game. Forza 7 Demo launches fine and always has, but of course the premium version of the game doesn’t.
Funny how a free demo works but a $100 copy does not.
