It seems more than a cool down. You can run through stuff and get all 4 wreckage increments without any other skills, but other times you can run through stuff with a car with extended seconds and it will bank it before any wreckage qualifies. But if you throw a different skill like drift or air or whatever then the wreckage will count again.
