Today i fancied some time trialing, aka. Rivals. So I posted some clean laps on Plaza circuit and on arch of mulegè. And when i stopped lapping i got to the leaderboards and see this, 2 seconds lap,on arch of mulegè and some a bit higher but still way off what i think is possible. And then i returned back to the first circuit, plaza, and the first 31 players are lapping under 13 seconds and the fastest is again lapping in 2 seconds. The ghosts are not loading, showing the message that they are from older versions. Is this happening to anyone else or it is a common theme in rivals?

in all seriousness, alas it is a common theme in rivals and most have been asking for leader boards to be wiped for ages - it was the same in FH4 etc…
The “old” ghosts not loading started happening a couple of updates ago and everyone thought that was the start of the “wipe”, although the times remain so who knows.
We live in hope.

. I never got into time trialing on fh4 so… i will wait the new motorsport, maybe then they will get more man power to fix horizon series and we will finally see the purge of the leaderboards or we will have them there to remind us the dark ages of the series

Turn10 develop Forza Motorsport. Play Ground Games (PGG) develop Forza Motorsport, but do leverage somethings from Motorsport/Turn10 like car physics etc. But ultimately they are two independent game studios.
They really need to fix the rivals leaderboards
