Is there a Replay feature for this game like Forza 6?

Yes.
Yes there is, but it doesn’t give you a nice view of your car in different angles automatically. You have to select the cameras yourself.

ok, so it is not like Forza 6 replay feature. Probably because Horizon 3 got too many roads and paths to implement all the cameras. It would be a lot of work for the developers to put thousands of cameras all over the open world roads and paths.
…which is really pity as I was looking forward to enjoy ultra fx graphics during the replays in classic style where there are static cameras around tracks. Manually switching cameras is a bit odd. Making replays much less enjoyable. Hope devs will fix this in near future…
You can still see fairly good replays but you will need to select the camera option all the way to the right (I think its called pan and circle or something). So once the replay starts, go to camera, select it, then the camera options comes up (defaults at Game Cameras), then select the very last one all the way on the right). I made some videos that include replays I made in this way and they came out pretty nice.
