I think this issue is PC only or mostly affects PC users, the menus have insane and brutal stutter, to the point ot freezing half a second to a full second, it is random, but seems to happen and somehow get worse after you do a few races, i am talking about drops to 18 fps from 60. Gameplay is fine, i sometimes get some random fps drops for no real reason but it’s very small and hard to notice, nothing major, the game is perfectly playable, but the menus do put me away from the experience. Also rim selection is busted, dropping to single digit frames. Previous patches of the game never did this.
Also seems to get worse after each update, only a previous update so far had minimal menu stutter, now it’s worse than ever.
I hope this gets addressed soon, because even if menus are not vital for a full and good gameplay experience, in this game it is very bothersome as you have to use them a lot ot find races or tune cars.

I can assure it is not just the PC version. This is happening on XSX as well - exactly like you described. And it is getting worse.
I think there was something like this already listed. Let´s see if I can find it.

I’ve noticed when I tab out to my other monitor, the lag goes away completely. Very odd.

Having the exact same problem. the upgrade menu especially is just terrible for lag.

There’s a terrible menu lag when you scroll up or down in the Rims menus too! The upgrade menus are really laggy at times.

I have observed that, the menus stutter and lag when scrolling through the Rims in garage.
Switching cars in main menu and in garage also cause this issue.
You can especially notice this if you scroll fast through your cars or rims. This issue has never existed before!

I’m experiencing something similar as well. Though in my case, the FPS doesn’t drop, the game just freezes from half a second to a second, then comes back. This happens in every menu: upgrading, Festival Playlist, pause menu, etc. I’m playing on custom graphics (all settings are set to either low or very low) and my my PC is not the best of the market, but it’s good enough to run the latest games at 60 FPS at low or very low graphics

On Xbox One X it seems to happen alot more when you are in Horizon Life than in Horizon Solo, so i usually go into Horizon Solo before entering the main festival site, then it usually works better.
Also the test track upgrade menu has been very laggy since it was introduced, in both Life and Solo mode, don`t know why sadly.
