Lagging in menus and cutscenes but not in race

Hi everyone. I’ve just downloaded the game and for very odd reasons the game lags severely in menus (including home menu) and cutscenes (such as when cars line up for a race). I’d estimate the frame rate is something like 5-10 seconds per frame (NOT even 5-10 FPS). However, when I’m in the race i.e. when I have control over the car, the performance was just fine (80-100 FPS). Whenever I hit pause the menu became as responsive as a slug again. Unpause, it’s fine again. It’s baffling. Does anyone know how to fix this?

I’ve never played any Forza before and I’d like to get a taste to decide whether the upcoming Forza 7 will be my cup of racing tea.

I can confirm its not just you. I sold my xbox and I bought it for pc since the ps4 has nothing when it comes to racing. But this is a joke some cutscenes cause my game to crash. I assume this is something that will get better with updates, but yeah its cutscenes and the loading of the initial main menu that grind my pc to a halt. Otherwise im getting 112+fps during races with every setting maxed out.
The rig im running is:

Ryzen 1700 - stock speeds
Asus b350 f gaming mobo
Asus rx580 strix OC edition - stock speeds
16gb trident z rgb ddr4 @ 2133mhz
Seagate 2tb HD @ 7200rpm
Aoc 144hz 4ms monitor with freesync
