I’m not sure if it’s worth doing, based on the number of people that play online.
There’s a Ghost League every week and the estimated number of players across all League Divisions per week is only 3,500.
I did some analysis a while back and found that that equates to less than 1% of the total playerbase.
Splitting that up by 9 (1 Hopper for each class) would mean that you’re getting around 400 people per week on average in each class, which usually means that you’ll never get a full lobby. In recent times League lobbies have been averaging 10-12 players.
I don’t think having more Ghost Leagues is the solution, but rather that players get educated on what it means to be a clean racer. The only way I can think of to get that message across is to have more detailed tips on the loading screen between each race.
Here’s a good example from Grand Theft Auto Online. I’m sure something similar in a Forza styling would {a} make players pay attention before a Multiplayer Race and {b} encourage them to try out the tips in their next race, resulting in cleaner racing overall.
