My game on benchmark runs 100 to 120 fps 5120x1440 no upscale, all settings set manually to max, resolution scale 100%, ray tracing off (using lower video settings casues my game to crash when loading into some tracks like hakone gp).
Normaly game runs limited to 100 fps, but on some tracks in specific places fps can drop even to 40 fps. And from what i see its repeatable, every time i look in specific point i got fps drops, places i know:
Nurburgring gp - turn 1 drops to ~45 fps
Mid-ohio long track - slow speed corners after long straight, drops to ~39 fps, and corners before pit entry, drops to ~59
Spa - basically whole section between long straights, drops to 45-60 fps
There are other places, but these ones are most noticable.
Fps drops to similar values regardless of video settings, different gpu drivers also makes no difference, tested game on clean windows instalation both win 10 and win 11, mid testing i upgraded cpu+mobo+ram from 9900k to 7800x3d, nothing seems to improve these fps drops
I alredy have 9d in game play time, finished all single player content, and ginded a lot in online races, game is awesome but crashes and fps drops are annoying.

RX 7900XTX
Driver 23.8.2 (new ones crashes on tuning menu)
I9 9900k/ ryzen 7 7800x3d
SSD samsung 970evo
Ram DDR4 32gb 3200mhz / DDR5 32gb 6000 mhz cl30
Windows 10/11
Windows and all drivers updated. Basicaly clean windows instalation after upgrade to 7800x3d
I suddenly started having similiar issues. My game had been running relatively smooth locked to 100fps, but suddenly I started experiencing same type of fps drops on certain parts of the tracks. Problem tracks are same as mentioned and I would like to add suzuka first sector where it drops to around 60-50fps. I didnt change any setting or update drivers when this problem first occured.
I have tried clearing game cache and changing graphical setting but nothing seems to make any effect to fps drops. I got the newest amd adrenaline driver installed. When drops do happen gpu and cpu usage stay the same, gpu being below 80% so its not down to game bogging down because of pc specs
I got RX7900XT, Ryzen 7 7700x, 32gb ram and game is installed on fast nvme

After testing, none of available visual settings seems to affect fps drops, the only thing that does affect it, is hidden preset values, when using low or medium dynamic render quality, and max settings to everything else, fps seems to drop to ~60, when using high or ultra dynamic render quality, and max out other settings, fps seems to drop to ~40.

68% GPU usage is now low?

68% is very low it even go lower to 45% in some spot for no reason and yes it should at 99% GPU usage for better FPS

This went away for me after I deactivated Smart Access memory in the AMD driver 23.11.1.

If the FPS cap is not reached as set in video settings of the game, it means game is not utilizing the GPU fully if the CPU is not getting throttled.

I have the exact same problem.
The game runs on only one cpu core, wherefore the gpu is chilling out and the game runs at high latency. Barely undrivable, even on very low settings.
This Software is a fraud.
Yeah i did turn off re bar, and now i got smooth 100 fps

no FPS cap i use Unlocked Vsync i made a video my FPS can hit over 155FPS in main menu

From the graph in the pics it seems to be set/stable at 64fps suggesting that something is locking the frame rate.

Turn off re bar in amd software
for whatever reason re bar makes this game drops fps for no reason

yes SAM off fixed my FPS drop and low GPU usage but SAM need to be activated for other games to run with higher FPS and i did noticed with SAM on Forza motosport 8 have highest Max FPS the with SAM OFF

re bar can be activated in amd software with 1 button press, so i dont think theres any problem to turn it on when u want to play other games

With reasizable enable, the gpu don’t use 100% of the performance.
The fps go from 120 to 50 in some tracks.
If you are running anything less than 4k you are likely not going to see close to 100% gpu usage.

Having resizle bar (Nvidia) or SAM (AMD) enabled while playing FM makes you stutters in some specific areas of some tracks, with it off it’s completly fine & smooth yet this is an important feature for some other games as it can get you ~5-10 more FPS on some games so it’s really usefull if you play like me in 3440x1440p
