Performance - Game goes from 60fps/50-60% usage down to 20-30fps/100% usage

[UPDATE] I brought my laptop to the local service center to have the fans cleaned out. They weren’t as clogged as they were last time since I don’t use the “Turbo” button while playing FH5 anymore. I’ll update this after playing the game for a week.

I’m running into a problem with FH5 on PC.

Brief description of the issue:
I’ve locked the framerate to 60 instead of unlocking it so that the performance is consistent. When I look at the frame counter, the game holds the 60fps and the GPU load is between 50-60%.

But sometimes, the frame rate would go down to 20-30 and the GPU usage would go to 100%. If I hit the “Turbo” button on my laptop and let the fans run for a few seconds before turning it off, it would solve the problem albeit temporarily.

I don’t think this is an overheating problem because the other game I’m playing (Mass Effect Legendary Edition) runs just fine.

What I don’t understand is how can my GPU go to 100% usage but halve the produced frames.

Detailed steps to reproduce the issue encountered:
Just play the game and it will happen after a certain amount of time.

PC Specs:
CPU: Intel i7-10750H
Memory: 32GB DDR4
GPU: RTX 2070 MaxQ
Game is installed on an NVME SSD

Plus, I use Nvidia DLSS in “Auto” mode.

Power plan was set to “Ultimate Performance”. The laptop is plugged in at all times and connected to a monitor via DisplayPort 1.4 (it’s basically a faux-desktop setup).

I should also mention that I had the inside of my laptop cleaned out and I was able to play the game for a 1h & 28m and it ran 60fps all the way. There were a few moments where it did dip back into 30fps outside of loading screens when using fast travel but they only lasted for a less than 2 seconds and never happened during actual race events.

I forgot to mention that I didn’t enable any ray-tracing in my setup.

Also, I’m already running the game at 1080p (my bad for not mentioning that) and I won’t be able to use an external cooler or even a basic one with a fan underneath because my laptop is positioned like this on my desktop (Imgur: The magic of the Internet). It’s on a raised stand because there’s not enough space on the left side to put my laptop on the table.
