Probably the way the cars react to the ground beneath them, with the new tyre model, but it got taken out of context.
I think more likely it’s a bit of hyperbolic marketing to say they changed a lot of the underlying physics, possibly from scratch but at the very least for a significantly different result, but didn’t literally start everything else from scratch.
Of course, when you say things like that, all you’re doing is handing to people the stick they’ll use to beat you with when there are so many visible systems that are obviously not made “from the ground up”.

When we announced EA SPORTS WRC last year, I was happy that my suggestion of “Built from the DiRT up” made it into the press release and launch trailer 
Made sense though, as that game was Codemasters’ first on Unreal Engine, and was built on the foundations of DiRT Rally 2.0 (and the game had a car builder feature too), though admittedly I was slightly poking fun at the Forza meme when I pitched it

It was misleadingly given out of context.
The company publicly said their new tire model was causing porpoising on their old track surfaces, so the tracks had to be resurfaced (literally “from the ground up”) to accommodate the new tire model for smoother interaction between tires & track surfaces.
…and apparently they decided to run with the “built from the ground up” catch-phrase when hyping/marketing the entire game - which is clearly untrue.
It’s not a case of audiences misunderstanding the messaging and taking it the wrong way. The messaging was misleading.

I took it as a cool easter egg. The other lighting settings are also from FM4. I’d like to see the entire backdrops imported but, I wonder if the old FM4 home spaces had enough resolution to look good in FM23? Hopefully Turn 10 is rebuilding those home spaces, it would be an awesome homage to FM4 if they brought them back.
