Paid for Tunes get higher PI numbers than i can, but i install everything. how and why?

forza horizon 3, and forza horizon 4. in 4 i can get good tunes more often than not.

Probably down to swaps, i.e. engine/ drivetrain/ aspiration.

This is the answer. Go to far right option to check swaps. Put in far right engine then check max pi you can get.
