Thats impossible to know. Most cars can be tuned to the top of their PI, others cant reach that number, but it really doesnt matter.
You get a stock car, that is class A720, stock cars usually can be easily tuned to reach, for example in this case A800. Other cars can easily tuned beyond that class, to S1900 for example, if you change the engine, or whatever. Other car cant reach those S1900 and maybe it is in your best interest to keep that class in stock (A) instead having a non completed tuned car at S1.
Huh? Each car has a set PI value that is it’s absolute highest so there’s no reason it would be impossible to know. Only ones where it’s impossible is above S2 as obviously X Class covers 999 and above
For clarity you mean (for all cars, each listed) : Example : 2017 Ford Focus RS - Max PI S1-963 (as in there are no upgrade paths going higher) (and that’s just made up, no idea)
I’d guess the easiest way would be to look at the suggested tunes for any specific car. Somebody will almost certainly have hit the top, probably several somebodies, maybe even in different ways.

I might be wrong. But I believe I could look at a spread-sheet type of format website for pi in Forza Horizon 4.
It made it quite easy to check pi on cars
compared to going in and back and forth and looking at the suggested tunes for cars in FH5.
