I just bought the game yesterday and started playing. I have 80,000+ CR, completed the Horizon heat, 2 races and a bucket list. However at this point i an not able to buy a car or tune a car except for tire pressure. I have visited the garage to see it that works. The screen shows a lock to buy cars and all tune items have a lock besides each line.
When in the game am i able to buy or tune cars? In other words when dies the lock disappear?

Keep playing, you have more races and a showdown to complete before it unlocks
Believe you have to complete 3 showcases in order to unlock everything
… and return to the Horizon Festival hub for the “awards ceremony.”
Thanks all is good now. Finished three races and cane in runner up in the first championship set of races. Got all kind of free cars after that including a ferrari.
Once you finish the first three towns and return to the main festival hub everything becomes unlocked. Some things get unlocked along the way.

To tune your car, you can purchase upgrades at the garage, located at any festival hub, as soon as it allows you to. To upgrade, you need the necessary adustable parts fo that tuning bit.
