I was wondering if anyone could tell me how to upload a picture to use to put on one of my cars?
because I was told it was some kind of achievement u had to have. but I don’t know the name of it and I got like 2 or 3 achievements for fixing up cars like designs.

I think someone is pulling your leg. There is no way to upload a photo to put on to one of your cars, the designs on all the cars are made in game using the vinyl editor.
There is an achievement for sharing a photo - which is just taking a picture of your car in game and sharing that (Posting a selfie 5G)
There are only 2 painting related achievements as far as I can see;
Working artist 10g - share a paint in game
Cashing in 20g - earn 50,000 credits from the community using your paint
