Every time I try to use one before a race I get a message saying it could not retrieve info from the marketplace.
Perform a complete Xbox One power cycle (do not just turn the console off/on). After the addition of DLC and the related title update, sometimes individual consoles need this action in order for the content to load properly. Let us know if this fixes it for you.

Just because you downloaded the DLC does not mean you have the necessary content update. The way DLC has been working with the Xbox One for forza is that the actual DLC you buy is simply an Access Granted Code. The actual content is on the content update which everyone gets - this prevents the Black Bora/BMW effect.
That said, you can purchase this code but not actually have the content installed. Depending on your settings and how you use the Xbox this content may not automatically push through and one very quick and painless way to force it through is to do a complete power cycle.
After downloading said update, it never hurt to do a complete power cycle again. Just like your computer downloads and installs updates and then resets, it helps the xbox one. If you’re wondering why - they’re made by the same people. LEt’s not have to get more in depth than that.
The what effect?
On the last gen Forzas, cars that were part of a DLC pack that you didn’t own would appear as blacked out VW Boras.
