Not that I know of. I just checked both the in-game settings and the Xbox One’s settings and I couldn’t find an option for it.

Microsoft’s Mike Ybarra confirmed today on Twitter that the feature is coming to all Xbox One controllers sometime down the road through an update, though it’s not immediately clear when that will happen.
Asked why controller button reconfiguration is only available for the Elite controller, Ybarra said (via Polygon), “It’s coming for all controllers soon.”
He did not provide a specific timetable for when it will be available. It’s also likely that the feature will roll out first for Preview Program members before its public debut.
No, the elite has a lot more specific options for remapping than the standard pad. For instance, the elite has adjustable trigger dead-zones, individually adjustable vibration settings on the motors and customisable mappings on the analog sticks.
Whereas on the standard pad, you can change buttons around and that’s about it.

The button remapping is already out for normal controllers, might be preview members only, but cant do half as much as the elite remapping app. You cant adjust deadzones or trigger sensitivity and vibration. Its only for changing ABXY and wont even let me unassign a button. I would love to have some buttons do nothing at all but its still not an option yet…

You can map the vibration for the elite controller and then it can be fine tuned overall with the vibration adjustment within Forza 6.
you can always unsolder them like I did.
