I’m also locked at 30 FPS, it’s unplayable !
In the Win update menu, Windows message is : This update is ready to install! We need your help deciding when to restart so we can finish up.
So if I believe what I see, it’s not already installed, but the problem is present.
I only have 1 monitor connected with DisplayPort to my Asus Rog PG279Q.

Edit : I wanted to try the mouse tips to see if I could unlock the FPS here, but impossible to launch the game, infinite time to wait at the GT2RS loading menu

Same problem with pretty much the exact same setup like the OP described here.
However, I can`t just not duplicate screens, so I hope it can be fixed soon.
I believe this might have something to do with the Fall Creators update.
I loaded PUBG and I was having the same issue, although FPS was capped to 60 rather than 30.
On reading up, it seems there was an issue before to do with Game Bar/GameDVR
Disabling both of those and also this :
Find the exe-file to the game you are having trouble with. In this case csgo.exe
Right click the exe-file and click properties
Click on the compability tab
Click on Disable fullscreen optimizations
Click apply and ok
The problem is, The Forza .exe is locked so you can’t do this for forza.
I don’t want to go to my pc each time for switching displays & sound when playing well displaying the game on my tv so that’s a pain it should work without doing this.
I just tested with latest november 3 patch and latest nvidia drivers and problem still remains the same, but my guess is it’s a windows (fall creators update) problem and not a specific forza 7 problem.
I did roll back to my previous windows version a few days ago, 1703 I think.
The problem was instantly gone, but Forza decided to completely re-download.
None of my 150 Steam games required a re-download, so cheers @ Microsoft.
Anyway, if any of you who stayed on 1709 ever notices the issue being fixed, it would be great if you could drop the info here.

My setup:
Intel i7 8700k
G.Skill trident z RGB 16GB cl14 3200
KFA2 1070 GTX ex oc sniper edition
samsung 960 evo 250gb
and a bit other stuff…
2x BenQ 24 inch screens via DVI and DP connected + PC to an AVR (for sound) attached to a TV via HDMI. (all attached devices for displaying can run 60hz in full HD, even tho the AVR is no display)
Since i cannot use the AV Receiver as display, i have to duplicate it to one of the 24" BenQ’s to get the 5-1 Sound but not an unusable blank screen i can’t see.
Since i sold my old PC also with win10 and the latest updates, where Forza horizon 3 and Forza 7 runs without fps lock, but with random crashes, i decided to buy a new rig.
Freshly installed win10 with the latest version of win10 (1709) media creation tool on a bootable stick and downloaded forza horizon 3 first to see if the problem still persists.
And fh3 wasn’t even the only game with the fps problem on a duplicated display. Some other games like League of Legends, Diablo 3 and Call of Duty: Modern warfare 2 were also affected from that problem, but i could fix them via nvidia display settings somehow.
i do have a similar problem with youtube on chrome, when screen is duplicated and hardware acceleration is activated in chrome, watching a yt video in fullscreen on one screen and like using the mouse over the other desktop and drag some random file over it fast , the video slows down like slow motion and when running youtube nerd statistics, you can clearly see big framedrops overall.
i dunno if the problem is directly related to it, but it seems like it, since deactivating hardware acceleration, not running fullscreen, extend screen and not duplicate it or deactivating duplicate in general, switch one screen’s resolution, will fix the problem with youtube instantly, even with activated hardware acceleration in youtube, without frame drops.
Some FPS lock problem doesn’t happen when:
Going with the mouse over the top windows screen bar, where the game title is, of FH3. full FPS
extend all displays, no duplicate. full FPS
switching one of the screens to another resolution. Full FPS
disconnecting/deactivating all unused screens, so neither expanded screen nor duplicate. Full FPS
(random works/doesn’t work) changing the refresh rate(hz) from 60hz on both screens to one 60hz, the other 59hz, while screen is duplicated.
playing FH3 in windowed mode.
I dunno if this happens to AMD and NVIDIA graphic card users overall or only nvidia users. but it seems like cleary a problem with windows 10 latest updates and NVIDIA drivers for me, when using duplicated screen on same resolution and same refresh rate.
I have the same issue in all games.
My GTX1080 is connected to BenQ (DVI) monitor and LG TV (hdmi). Monitors configuration is set to Duplicate.
In Duplicate mode, game in full screen, I get a frame drop from stable 60 to stable 40. In the same mode but Windowed game I get stable 60.
If I switch to Extend mode, both Windowed and Full screen provide stable 60 fps on both (monitor and TV) screens.
I noticed that Windows sets generic Generic PnP Monitor driver to LG TV.
Can it be a problem? Unfortunately I cannot find any PC drivers for LG TV to test it.
I think I’ve come across something that might be attributing to this issue.
Win10 Anniversary, Creators Update and Fall Creators Update use something called Fullscreen Mode or Fullscreen Optimizations.
In essence it allows On Screen Display mini windows to popup without hindering your gameplay.
However, from my understanding on how this works it uses Triple Buffering and Vsync.
Which would explain why you are getting frame rate caps in game at seemingly random times. For example changing graphics drivers.
You could disable it Globally by disabling Game Mode all together. However, some say it only works on some games. Not sure which one or if Forza 7 would work or not.
If you have access to the folder for Forza 7 you can use your mouse to right click on the forzamotorsport7.exe. Go to the Compatibility Tab. Place your mouse cursor on the box that reads Disable FullScreen Optimization. Reboot your PC.

Addresses issue where, in certain hardware configurations, the frame rates of DirectX Games were unintentionally limited to a factor of the display’s vertical synchronization.
They have finally fixed this issue - game runs perfectly fine at 60fps on fullscreen now! I can also play Gears of War at 60FPS. Seems like the issue affected all windows 10 directx apps.
It’s still not fixed for me. I just installed windows 10 april 2018 (big) update and problem remains the same. However instead of a 30 fps caps i now have a 60 fps cap when choosing unlocked without vsync. My nvidia control panel is set to vsync off and tripple buffer off for this game. If i extend displays or move mouse all the way to the top so the border becomes visible my fps goes above 100 if i duplicate it’s locked at 60 fps (instead of the 30 fps previously). So not completly fixed as there still seems to be some fps lock

i tried this week, stuck at 30 FPS with a LOT of drops to 25… both FH3 and FM7.

love how T10 work to fix this game
