Yes, because what motorsport in tbe world has cars with light bars racing around as competitors?
The police/safety car lights being part of skirt options has been that way for multiple games now. IIRC it goes back to FH3, FM7 and the later Horizons had it too.
I don’t know why Forza hasn’t made a separate tab for roof for these.

It’s clearly for those who want to cosplay as a Safety Car. 
That would require attention to detail. Something in short supply around here.

This is not new, FM7 had a few cars that used the “side skirt” slot for light bars, also in FH they use it for mud flaps as well.
