I have PC : i7700K,gtx1080,16gbram . Game is not playable for me , game random freez and stutter while i am playing . My question is why ??? Turn 10 what the hell is going on ???

Me to i7 3770 oc 4.5 and 1080 ti 16gb and it just stutters a lot.

Turn off “Game Mode” - “Game DVR” - “Game Bar” in Windows Game Settings.

In Nvidia Control Panel - Power Management Mode - Prefer Maximum Performance
In Windows Control Panel - Power Options - High Performance Plan -
Do not run any Overclocking / monitoring / video capture software.

This does nothing for me; the issues described by OP happen to me with nothing else running except Forza 7. I’ve gone through and shut down every other app running such as Steam or Origin, made sure Chrome was closed, etc, apps that should have no bearing on how the game runs. It still has persistent micro-stuttering and frametime/pace issues. It will be smooth for a random bit of time, then I’ll get a hitch or maybe a few in a row, then back to smooth. Rinse and repeat.
I have the same specs as OP and have tried the newest NVIDIA drivers as well as the previous revision, and the one two revisions back. I hope Turn 10 acknowledges that this is a legitimate problem and tries to fix/address it now, rather than wait months like they did for FH3.
Hitching/Stuttering while playing on PC is a known issue and we are investigating it.
• If players are experiencing hitching/stuttering, we suggest disabling Game Mode in Windows and close any overclocking, hardware monitoring, streaming, recording and any nonessential apps while we investigate this.

• Press the Windows key and type “dxdiag”
• Click the Save All Information… button and save the text document to your desktop

• The AppData file maybe hidden so in file explorer, you will need to enable hidden files by going to View, Options, View tab and clicking the radio button for Show hidden files, folders and drives.
Task List
• Launch the game
• Open a cmd prompt
• Type ‘tasklist > “path to .txt file”
• i.e: tasklist > C: asklist.txt
disabling game mode to maybe avoid hitching/stuttering randomly crashes game to desktop without any error message for me. did the other whole thing and sent a mail to forzafb, too.

The answer for this is very simple.
Alt-tab to windows, open task manager, performance tab, right click on the processor graph and select logical processors.
Now keep the manager open while you go back in game and race for a minute.
Now check back at the graphs. A well optimised game spreads an equal as possible load on all your cores/threads.
A bad optimised game shoots 1 core to 100%.
100% means trouble, calculations have to wait and that is what you see, everytime a hiccup accurs.
It took turn 10 only 7-8 months to (almost) fix this in Horizon 3.
So that’s what’s going on.
