You need to complete the first portion of single player and get to Nice to unlock all the grey tiles(excluding the ones that need paying like Storm Island which also unlocks at Nice if you own it.)

I can’t remember exactly when as I have now done 53 championships but Clubs take a little bit longer to unlock but not much more.
storm island alredy open but i cant prashuce it cuz marketplace in gray and i’ved finish nice and i finished 5 championships !!!
ived finish 5 championship untill now and still nothing happend when my frend send me invite a massege apper say’s keep playing to unlock horizon online im now in 22 lvl !!
you can build your level fairly high without doing what’s required to unlock online and clubs, just keep going til it opens up.
and what does required to unlock the online ?
Drive the Ferrari Showcase event
Finish the Nice championship
Visit Nice Car Park
Finish the Sisteron Championship
Drive the Fulvia vs. Train Showcase
Return to Main Horizon Hub
At this point, everything should be unlocked.

Perform a complete Xbox One power cycle (do not just turn off/on the console). If you have completed the first three championships and award ceremony–like you suggest you have–this should fix your issue.

Next step: reset your router and cable modem.
the problem not when i want to play online , the problem i cant go to the marketplace or social etc its seems locked
The Marketplace and Social features are online functions. If you do not try to reset your modem and router, you are skipping a step in troubleshooting. Help me help you.

RIGHT NOW - I was playing and all my tabs became greyed out as well. Must be some online issues currently going on.

i have reset all the game and unstall it and renstall it and finish 3 championships as you said and still the samee !!! i have sent an email for forza and they replay me we dont answer what support is that !!!
They don’t IMMEDIATELY answer because they have so many emails, so they direct you to the forums where you can generally find the response to your issues.
